Reynolds Tobacco Company of Winston-Salem NC、美国RAI Services Company of Winston-Salem NC向美国ITC提出337立案调查申请，主张对美出口、在美进口和在美销售的该产品违反了美国337条款（侵权美国注册专利号11925202），请求美国ITC发布普遍排除令或有限排除令、禁止令，并申请在调查期间采取临时救济措施。
